A social network for comics? Pixton is the place to try. They enable you to make interactive comics with many options and request that members work together to ensure a safe place for kids. From their Safety tips page:

Comics can be rated shared, tagged, embedded, remixed and flagged. It is available in 20 languages also.
I noticed a login for "schools", but have not been able to discover just how that might work. Stay tuned...
Students love creative learning and this can be a good motivational tool for the classroom. I have my password and am ready to create.
